John McHugh's appointment to serve as Secretary of the Army sets up a special election that will be fiercely competitive. The 23rd district sets up similarly to other New York districts that have gone to the Democrats in recent cycles, such as NY-24 and NY-25. A loss of this seat would be yet another blow to the reeling Republican Party. In 2008, President Obama carried this district with 52% of the vote.
